These programs offer grants ranging from $7,500 to $40,000, with some requiring as little as a $1,000 minimum contribution. Many have no minimum credit score requirement, making homeownership more accessible. CDCU Salt Lake County "Own In" Program Summery
Down payment assistance (DPA) is awarded to approved applicants as a deferred loan with no payments and no interest and is forgivable after a certain period of time. CDCU applies for funding from a variety of federal and private sources every year, so it is best to connect with a CDCU Intake Specialist to determine when funding is available and for which areas, or any other resources that may be of assistance. Due to limited availability, DPA awards are competitive and are awarded on a first-come, first-qualified basis.
AVAILABILITY OF FUNDS The DPA
program funds are typically available in the fall of each year. Funds are processed and given on a first come, first qualified basis and/or until depletion of funds. No waiting lists and no funds will be reserved. The funding year ends on June 30 of each year, and all loans must have closed by that date or they will not be eligible for funds. No applications will be accepted after June 10 of each year in order to meet this deadline. There is a limited amount of DPA funds available each fiscal year. CDCU and/or municipal entity reserves the right to expand or terminate the program as funds permit. CDCU and/or the municipal entity may also set aside a portion of the funds for special projects in accordance with federal and local guidelines.
ELIGIBLE APPLICANTS
All applicants must meet gross household income eligibility, debt ratios, residual income, cash reserve, assets, and minimum contribution requirements. Applicant(s) must be under contract (have an accepted offer) to purchase a property at the time of submitting an application. Non-occupant co-signers on the first mortgage are allowed. Income from non-occupant co-signers will not be taken into consideration when determining eligibility for DPA based on household income and applicant total debt ratio. Applicants must be able to afford the loan and debt on their own.
ELIGIBLE HOMES
Only owner-occupied units located within program boundaries are eligible for consideration. Existing and new single-family homes, condominiums and townhomes are permitted. Duplexes, multi-family units and mobile or manufactured homes are not permitted. CREDIT RATING
There is no minimum FICO credit score requirement to participate in the DPA program. The credit report submitted with the application will be used to verify the applicant’s credit history.
AWARD AMOUNT DETERMINATION
Our current award amount determination method is based on the funds needed to close indicated by the official Loan Estimate while taking into account any gifts, seller concessions and lender credits. Receiving the maximum award amount is not guaranteed. Additionally, Salt Lake County applicants must contribute 50% of the require down payment to the transaction. Total combined down payment from all sources (including DPA funds, seller paid costs, gift funds and any other assistance program) cannot exceed 10% of the purchase price, otherwise award will be reduced.
REQUIRED FUNDS
All programs require the homebuyer to contribute a minimum of $1,000 in personal liquid funds towards the purchase transaction. Gift funds will not be considered personal funds.
CASH RESERVE AFTER PURCHASE
Homebuyers are required to have sufficient cash or other liquid resources such that, after closing, there are financial resources available to cover at least one month of the total monthly housing expenses included in the front-end ratio.
RECORDING POSITION
For purchase transactions, DPA lien position can be recorded behind superior liens such as a First Mortgage, Community Second loan or a Utah Housing loan that benefits the buyer. Cannot be lower than third position.
ELIGIBLE LOANS
Types of acceptable financing are fixed rate loans such as FHA, Conventional, USDA and VA. There cannot be excess upfront fees defined as more than 3% of the loan amount for loans that equal or exceed $80,000 and 5% for loans less than $80,000.
ELIGIBLE BOUNDARIES
It is the applicant’s responsibility to check the precise location area of the purchase property address on the Salt Lake County Assessor website to ensure it is within the respective program boundaries. Taylorville- Property must be within Taylorsville City boundaries according to the County assessor. Salt Lake City- Property must be within Salt Lake City municipal boundaries according to the County assessor. Salt Lake County- Eligible properties for CDBG funding must be within the boundaries of: Alta, Bluffdale, Midvale, Draper, Cottonwood Heights, Herriman, Holladay, Millcreek, Murray, Riverton, South Salt Lake, and the 5 Metro Townships of Copperton, Emigration Canyon, Kearns, Magna, White City and the balance of the Unincorporated County, according to the County assessor. *Very limited HOME funds for the following cities: West Valley, Sandy, South Jordan, and West Jordan. Must check DPA availability with these municipalities first.
INCOME CALCULATION DPA
income calculation can vary from lender income calculation. CDCU uses the HUD approved IRS 1040 adjusted gross income calculation method. Variable income such as overtime, commissions, and bonuses will only be considered if they reflect as regular on the paystubs. We take into consideration all the income documentation provided with the application as support. Upon approval the property must be acquired within six months of income verification, otherwise the income determination will need to be reevaluated.

APPLICATION SUBMISSION
All applicants must submit a fully completed application with the household’s most current information and with copies of all the documents listed on the “DPA Application Checklist.” Applications submitted with any missing information or documentation will not be accepted and/or denied. Once complete information has been submitted, CDCU will evaluate eligibility and contact the applicant if additional information is needed. After completing the application review, a notification of the results will be disclosed within 5 business days of completed submission.
HOMEBUYER EDUCATION & COUNSELING
The applicant must attend a HUD-approved homebuyer education class and submit a completion certificate from an approved course provider: • CDCU: (801)-994-7222 • Framework Online course A free 1 on 1 in person counseling session is also mandatory in addition to the homebuyer education class. The Counseling appointment is typically scheduled once the application approval is granted. Counseling completion certificate must be submitted prior to closing. VISUAL ASSESSMENT
Before issuing DPA funds, a third party inspector will be in contact with the real estate agent or owner to perform a visual assessment of the property. The inspector will check for the presence of health and safety concerns, including visual testing for lead-based paint dangers in homes built prior to 1978 as required by federal guidelines (HUD: 24 CFR Part 35 subpart K). A report will be provided with the results and will indicate if there is any remediation required. Please be aware that current regulation states that homes being purchased using federal funding must have a smoke detector in all bedrooms and common areas of the home and carbon monoxide detectors on every level of the home. **Radon Testing is offered free of charge only to Salt Lake City DPA program applicants.

FY 2021 CDBG/HOME Program
ELIGIBLE APPLICANTS
All applicants must meet income guidelines, debt ratio requirements, and cannot have owned a home within the last 24 months. Income for all household members over the age of 16 will be considered in the income calculation. The applicant or anyone in the household cannot have been an owner or co-owner of another home or property within the previous 24-month period. No exceptions. Cosigners are not allowed. Income Limits Income for all household members over the age of 16 yrs. will be counted in this household income calculation. Income includes worker pay/salary, retirement, social security, child support, alimony, etc.

Required Funds
The applicant is required to provide minimum $2,500 cash out-of-pocket into the home purchase. The funds must be documented by the owner and cannot be gifted, provided by the seller, realtor, etc. Proof of these funds availability must be identified at the time of application submission with a bank statement, 401K statement or some other acceptable form.
ELIGIBLE HOMES
Only owner-occupied units are eligible for consideration. Existing or new construction singlefamily homes, condos and townhomes are permitted. Manufactured homes, duplexes and multi-family units are not eligible for consideration.
Location
All homes must be located within the City of West Jordan. The applicant is responsible for verifying with the City that the property is located in West Jordan.
Debt Ratios
Housing debt cannot exceed 35% (FIRM) of the household monthly gross income. Housing debt includes taxes, insurance, principle payment and HOA fees. Total debt cannot exceed 45% (FIRM) of the household monthly gross income. This includes existing debt and housing debt.
Eligible Loans
Only 30-year fixed rate loans are acceptable in the program. No ARM’s, owner-financed, or other loans are allowed. In the case of refinancing, only 30-year fixed rate; no cash out streamline loans are allowed. FHA, VA Conventional, etc. loans are acceptable.
Short Sales/Third Party Owned
Short sales and third party owned properties are acceptable provided a written acceptance agreement has been reached and documented in the application. However, there is no guarantee that the processing time of the application will meet the time restrictions of a third party seller.
Ownership Requirement
The buyer must own and occupy the home for 5-years following the purchase. Any change in ownership or occupancy will require repayment of the grant. After the five-year period, the grant is forgiven. If the home is sold or not occupied by the applicant prior to the 5- years, then 20% per completed year will be forgiven and balance due to the City.
Homebuyers Education Classes
The applicant must attend and submit a completion certificate from an approved HUD Program prior to closing. Classes are offered by: CDC - (801) 994-7222
Processing Time
An average of 25-35 days is required for the processing of this application from start to loan closing. A preliminary eligibility determination will be made within 10-14 working days after submittal of the application and all requested information is received.
Closing/Purchase
A City check and closing documents will be provided to the closing agent no later than noon the day of closing. Any purchase prior to that time will be disallowed.
Documents Required for Application
Application Checklist - Signed and dated Real Estate Purchase - Contract with all addendums - Documentation of required $2,500 cash investment - Good Faith Estimate and worksheet for the property to be purchased - Copy of 2020 Income Tax forms. A signed and dated 1040 form must be included. - Three months of pay stubs for all persons over 16 in the household - Signed Lead Base Paint information sheet and seller/buyer certification form.
Assistance Provided
The City will provide a grant up to $10,000 for ½ of the required down payment and one-time closing costs. Most grants average between $6,900 -$8,000. No assistance will exceed 100% of the home appraised value. Grants are on a “First Come - First Qualified” basis while funds are available. The City will retain a second position on the loan. Applicants contributing more than the required downpayment will be deemed as “Not in Need” of assistance. Applicants must have been released from bankruptcy for a minimum of two years and have no judgments showing on their credit report.
Housing Condition/Inspection
The City encourages all buyers to have an inspection conducted by a Certified Home Inspector prior to purchasing any property. The City will conduct a site visit and inspection to ensure the property meets HUD’s MPS. This inspection is not intended to take the place of a home inspection by a certified home inspector. It is strictly for in-house use by the City.
Lead Based Paint
A visual inspection will be conducted for any homes built prior to 1978 to identify any potential issues with lead based paint. Should the visual inspection identify potential issues then it will be the responsibility of the buyer to pay for all lead based paint testing and required repairs.
Application Submission
Applications can only be submitted by the applicant. A driver’s license or similar picture identification will be required at the time of submission. Applications can only be submitted by scheduling an appointment for a 15-minute preliminary review to verify that all required documents are included with the application submittal. Any and all applications without required documents will be rejected at that point.

Home Ownership and Affordable Housing in South Jordan
South Jordan City is anticipated to remain a highly desirable place to live even as housing costs outpace local wages. Through the City’s Redevelopment Agency (RDA), the City funds affordable housing programs that support the community through economic growth as well as economic downturn.
Down Payment Assistance Program
The purpose of the Housing Down Payment Assistance Program (DPA) is to improve the quality of life for families and strengthen the community by helping qualified low- and moderate-income households to purchase housing in South Jordan City. The program seeks to assist households who otherwise would not be able to become homeowners in achieving this goal. Program funding is provided as a loan that converts to a grant if all terms of the program are met.
How much assistance can I get?
The maximum amount of assistance offered through the Down Payment Assistance Program is 7.5% of the actual purchase price of the residence or $20,000, whichever is less.
What are the terms?
-
The term of the agreement shall be for 10 years.
-
The residence purchased must be the permanent and primary residence of the homebuyer after closing.
-
The homebuyer shall continue to reside in the residence throughout the ten-year agreement term. If the homebuyer does this, no repayment of the assistance will be required upon resale or rental thereafter.
-
If the homebuyer sells the residence during the ten-year agreement term, they must repay a prorated amount. For example, if the DPA assistance was $20,000 and the homeowner sells the home after 5 years, 50% of the DPA ($10,000) must be repaid to the City RDA.

If the residence is leased, rented, sublet or the like at any time during the ten-year agreement term, the homeowner must repay the full amount of DPA assistance.

If the residence is sold or rented within the first two years of the term, the homeowner must pay a $5,000 penalty in addition to the above payback requirements.

Qualifications
The applicant, along with all others over the age of 18 who will reside in the residence to be purchased, shall have a combined family income that is no more than 80% of the current median annual income for Salt Lake County, as published annually by HUD (see above). Married applicants or applicants with a partner must co-apply for the DPA even if only one of them is obtaining the first mortgage.
Only owner-occupied units located within South Jordan City limits are eligible for consideration. Present ownership interest shall disqualify an applicant from eligibility. The homebuyer must pay a down payment towards the purchase of the residence of at least $1,000. A maximum of $20,000 of the applicant’s own funds may be contributed toward the purchase of the property.
The applicant must qualify for and receive fixed-rate financing for the purchase of the residence through a customary mortgage lender before applying for DPA assistance. The program does not allow for co-signers that will not be owner-occupants of the house being purchased.
Applicants must have a minimum mid-credit score of 650 or higher. Monthly Housing Expense Ratio (HER) cannot exceed 33% of the household monthly gross income if their mid-credit score is 650-699 and cannot exceed 35% if their mid-credit score is 700 or higher. Housing expenses or “PITI” includes taxes, insurance, principle payment and HOA fees of the new home loan.
Total debt-to-income ratio (DTI) cannot exceed 43% of the household monthly gross income if applicant’s mid-credit score is 650-699 and cannot exceed 45% if their mid-credit score is 700 or higher. This includes existing monthly debt payments and monthly payment of the new home loan.

Program Overview
ASSISTANCE PROVIDED
West Valley City will provide a $14,999.00 grant to qualified low-to-moderate income families for the purchase of a home. Grants are on a “First Come - First Qualified” basis while funds are available. The City will retain a second position on the loan and will only subordinate under hardship reasons, such as: Job loss, significant reduction of income, catastrophic events, or if refinancing will eliminate unreasonable fees, or decrease the interest rate by one (1%) percent or more.
AVAILABILITY OF FUNDS
Funds are processed and given on a first come, first served basis and/or depletion of funds.
ELIGIBLE APPLICANTS
All applicants must meet income guidelines, debt ratio requirements, and be a qualified firsttime home buyer in accordance with Code of Federal Regulations (CFR). *
INCOME LIMITS
Income for all household members over the age of 18 will be included in the total household income calculation. Possible sources of income include, but are not limited to: Pay stubs, SSI/ SSA yearly statement, profit & Loss Statement (if self-employed), child support, alimony, etc. HUD income limits are updated annually. REQUIRED FUNDS
The applicant is required to provide a minimum $4,000 cash out-of-pocket for the purchase. Up to $2,000 of these funds may be gifted.
ELIGIBLE HOMES
Only owner-occupied units located within West Valley City limits are eligible for consideration. Existing single-family homes, condos and townhomes that have had at least one prior owner/ occupant are eligible. New construction homes are not permitted. *Qualified first-time home buyer: In accordance with Code of Federal Regulations (CFR), a First-time home buyer is defined as: (a) An individual who has had no ownership in a principal residence during the 3-year period ending on the date of purchase (closing date) of the property. (b) An individual that has been displaced. (c) An individual who has only owned a principal residence not permanently affixed to a permanent foundation (mobile home).
CREDIT RATING
The applicant, and co-applicant must have a minimum FICO credit score rating of 550 at the time of application submission.
DEBT RATIOS
Housing debt (front end) cannot exceed 31% of the household monthly gross income. Housing debt or “PITI” includes taxes, insurance, principle payment and HOA fees of the new home loan. Total debt (back end) cannot exceed 43% of the household monthly gross income. This includes existing monthly debt payments and monthly payment of the new home loan.

The Loan to Own Program is a loan of up to $40,000.00 in assistance for buyers whose household income is at 80% or less of the Area Median Income (see chart) purchasing a home in Utah County, except for Eagle Mountain, Fairfield, Highland, and Woodland Hills.
This second-position loan for first time home buyers is 0% interest and deferred payment - with no payments due until the property ceases to be the primary residence.
Home Purchase Plus
The Home Purchase Plus Program is a loan of up to $40,000.00 in assistance for buyers whose household income is at 80% or less of the Area Median Income (see chart) purchasing a home in Provo.
This second-position loan for first time home buyers is 0% interest and deferred payment - with no payments due until the property ceases to be the primary residence.
Eligible Participants
Applicants for the (Program) must provide documentation for all persons in the household to verify they are U.S. Citizens, U.S. Nationals or Permanent Resident Aliens. Applicants must also meet income limits, be under contract to purchase a house in an eligible city, and must intend to use the house as their principal place of residence. Additional eligibility is determined by doing a credit check on spouses or partners of applicants who must be included on our loan and be on title of the property, whether or not their income is necessary to qualify for this loan, or even if they are not an applicant to the first mortgage. Applicants, spouses and/or partners are required to have a credit score higher than 650 (middle score) to be eligible for this Program.
Eligible Properties
The property must be located within an eligible city limit and under the established maximum purchase price limit as determined by HUD and updated annually. The property may not be occupied by renters who would be displaced by the sale. Properties must be empty for six months after the last renters. Properties may be a single-family house, a house with a legal accessory apartment, one half of a twin home, a town home or a condominium. The property must be the principal residence of all applicants and household members. The property must pass an inspection and may not contain any peeling, chipping, cracking or chalking paint on any surface of the property, outer buildings or fences. Multi-unit structures (duplexes, triplexes, etc.) and mobile homes are NOT eligible.

Income Limits
The total household income of an applicant(s) must not exceed the income limits established for the Program. This limit is established at 80% of the median area income for low income households, adjusted for household size, as determined by HUD and updated annually. All individuals living in the household (whether family members or not) will be considered part of the household and included to make the eligibility determination, except for:
a) Foster children;
b) Live-in aides;
c) Children of live-in aides;
d) Unborn children; and
e) Children being pursued for legal custody or adoption who are not currently living with the household.

Household Income
Provo City will use the annual income definition found at 24 CFR Part 5 (Part 5) to determine Program eligibility. The Part 5 definition of annual income is the gross amount of income of all adults (18 and older) household members that is anticipated to be received during the coming 12-month period. This definition also states that the income of minors or live-in aides will not be included.
Applicants must provide sufficient documentation to determine income level and sources of income as listed below. The final determination of an applicant’s income level and program eligibility shall be the sole discretion of Provo City.
Income of all adult household members
Total Household Income means the total income of all household members over 18 years of age who will be residing at the home, whether they are family members or not). Household members include individuals who will be living in the home including the head of household, spouse/partner, children, extended family members, or others listed as dependents in the submitted application or federal tax forms and any other adults who will be purchasing the property.
Anticipated Income: Income will be calculated by reviewing income sources for the prior three months from the time of application and will be projected for the next 12 months.
Income Verification: All income must be fully documented and verified. Stated income is NOT allowed.

Down Payment Assistance
The following ratios are available with a minimum mid-credit score of 650; no exceptions.
Loan to Value not to exceed 103%.
Payments will be deferred as long as applicant(s) occupy the property as their principal place of residence. Loan proceeds may be used to pay closing costs; however, proceeds may not be used to cover prepaid items. Applicants must be prepared to make a minimum personal investment of $1,000. Applicants are responsible for obtaining a first mortgage at a fixed interest rate and amortized over 15, 20 or 30 years with no negative amortization, balloon payments or adjustable rate features. Applicants must complete a pre-purchase homeownership counseling course prior to receiving Program funds.
The combined monthly payment, taxes and insurance (housing expense ratio—HER) cannot exceed 35% of the applicant’s gross monthly income. The total debt of the applicant (DTI) cannot exceed 45% of the applicant’s gross monthly income or if compensating factors are met, one of the higher ratios previously mentioned.
First-Time-Homebuyer
a) An individual and his or her spouse who has had no ownership in a principal residence during the 3-year period ending on the date of purchase of the property for which down-payment assistance is sought. This includes a spouse or partner (if either meets the above test, they are considered first-time-home-buyers).
b) A single parent who has only owned with a former spouse while married.
c) An individual who is a displaced homemaker and has only owned with a spouse.
d) An individual who has only owned a property not permanently affixed to a permanent foundation in accordance with applicable regulations.
e) An individual who has only owned a property that was not in compliance with state, local, or model building codes and which cannot be brought into compliance for less than the cost of constructing a permanent structure.

At Home in Layton Down Payment Grant
From July 1, 2024 (Once Layton City has a signed Grant Agreement with HUD) through June 30, 2025, or until funds have all been expended, Layton City will be offering the At Home in Layton program. The At Home in Layton program offers home ownership assistance to qualifying homebuyers. Qualifying buyers must have household income levels below those listed at the bottom of this page; household income limits vary with the number of persons in the household. The assistance will be offered as a grant that can be used for up to 50% of the required down payment, closing costs or principal reduction. The grant will be offered in $10,000 increments (limit $10,000 per applicant). At Home in Layton grants are secured by a Promissory Note and Trust Deed. If the house is sold before the end of the fifth year from the closing date, all or a portion of the grant will need to be repaid to the City. These grants must occupy the second lien position.

The At Home in Layton program is being offered through the Layton City Community Development Block Grant Program. The Community Development Block Grant (CDBG) is a program of the U.S. Department of Housing and Urban Development (HUD). Layton City will not pay realtor fees under any circumstances. There are additional regulations for selected applicants. Not every application will be selected to receive grant money. Grant money will be provided to buyer’s title company at the time of closing.

DETAILS
If transaction closes before the grant is awarded, the applicant is no longer eligible. Realtors® will be notified if their client is chosen as a recipient. A check will be sent directly to the title company (not the grant recipient) when the Realtor® notifies the Board of their client's closing date (must be within 90 days of being awarded the grant). Funds may be used for closing costs. This grant comes from SLBR Charities, a 501(c)(3) non-profit entity (#9561282-0140), which is funded by donations. The American Dream Grant does not need to be repaid, nor will any lien be placed on the home.
